Samuel Tilden was Governor of New York for 2 terms. He was the Democratic Nominee for President elected by an overwhelming majority on the 2nd ballot at the Democratic Convention in St. Louis on June 27, 1878. He was elected President by a majority of the popular vote, but the Electoral College couldn't reach a decision so Congress had to decide. (Originally Tilden had received 203 Electoral votes and Rutherford Hayes 166). Although it was assumed Tilden would "carry" the South, returns from the three still unreconstructed states of Louisiana, Florida and South Carolina were late and confused. In the confusion, Tilden was assured of 184 Electoral Votes (Hayes had 165), one vote short of enough to make him President. If he received a single vote from Louisiana, Florida, South Carolina, or anywhere else, he would win. There were many charges of voting fraud, irregularities and violence by both Republicans and Democrats. In the end Hayes received all 19 votes of the contested states - the official returning boards of all three states were controlled by Republicans.
If Tilden had been President instead of Hayes, it appears the result as far a Negro rights were concerned might have been the same. Both were personally humane men and both had battled against Negro enslavement. Both were committed to "home rule" for the South and removal of federal troops.
