Duties: Under the general direction of the General Manager of Federal Information Systems or one of his department managers, find solutions for or resolve technical issues in support of PRCs information systems. Lead and facilitate "Continuous Improvement" task teams for large efforts or act as an individual contributor in the resolution of technical issues in support of other managers. In this role it was my responsibility to advise IS managers and provide them with technical support to critical projects to ensure their timely completion.

Project: FIS Technology Assessment, Manager
Dates: May 1993 - March 1994
Duties: In May of 1993 my role changed to that of Manager of Technology Assessment for the IS department in support of a change to a new client/server computer architecture. It was the responsibility of my office to investigate potential technological solutions. It was also my office's responsibility to recommend and advise senior corporate officers of the technical implications relating to the if, how, and when related to the implementation a given technology within the current legacy systems to ensure continued operations.

Project: Management Information Systems Production Systems Manager
Dates: August 1991 - May 1993
Duties: In August 1991 took on the additional role of the MIS Production Systems Manager. In this role it was my responsibility to manage a $2.5 million annual budget and ensure the security to corporate data and the regular processing and distribution of PRCs corporate data and payroll. Major improvements made during my tenure were the acquisition and installation of Report Distribution Software (Bundl from Legent) and a state of the art Software Library Management System (Endevor from Legent). The addition of these packages to the production environment reduced printing requirements by 40% and overall resource consumption by 30%. As a result end users were able to view special large reports for accuracy before printing.

Dates: November 1990 - August 1993
Duties: I entered the MIS department as the Security and Data Base Administrator in November 1990 just prior to the merger of Advanced Technology, Inc. with Planning Research Corporation. Both companies were owned by Black & Decker and were officially merged to form a new corporate entity, PRC Inc. on January 1, 1991. In this role I was responsible to ensure file integrity and security to all corporate data files residing on the corporate IBM Mainframe. It was also my responsibility to establish access profiles and maintain security and stability over the main production and the six test CICS regions used by the development programmers and end users.

Project: Reserve Component
Automation System (RCAS)
Dates: September 1989 - November 1990
Duties: I was part of a team that assisted the Program Management Office (PMO) of the Reserve Component Automation System (RCAS). My assistance included helping in the identification of data base requirements. I was involved in the development of data base scenarios that competing integrators performed to show the soundness of their system design concepts. The purpose of the scenarios was to demonstrate the data base management capabilities of the proposed industry solutions to the RCAS RFP. The RCAS now provides much needed automation for over 9,000 units of the United States Army Reserve and National Guard at over 5,000 locations. The integrated relational data base of the RCAS is used for regular office automation capabilities and mobilization planning and execution.

Project: Source Selection
Evaluation Board (SSEB) Support
Dates: May 1988 - January 1989
Duties: I served as a Technical Advisor to the Source Selection Evaluation Board (SSEB) at the Defense Logistics Services Center (DLSC). This support included the witnessing of vendor executions of a benchmark designed to meet DLSC's future processing needs. This support was provided before, during and after selected vendors completed the Live Test Demonstrations and through to contract award. The support also included the review of data base designs and benchmark code submitted for execution. I later provided support to DLSC to successfully withstand a protest filed by the losing vendor (Planning Research Corporation of McLean, VA). The result of this effort was the purchase of sufficient computational equipment to meet the future challenges as well as the acquisition of other supporting system elements.

Project: Report of Patients -

Duties: Working as a Senior Analyst I provided Data Base design analysis and DB2 COBOL programming support, using embedded SQL statements, for the Report of Patients Headquarters System (ROP). ROP is a Decision Support System designed to provide assistance to the Office of Medical Support. The primary function of this system is to provide the current and historical reporting of worldwide Air Force health care delivery systems to management. The ROP provides statistical reporting of services provided at all Air Force medical treatment facilities world wide.

Project: Fort Calhoun Station Data Architecture Development
Dates: September 1988 - April 1989
Duties: I worked under contract to Advanced Technology Engineering Systems, Inc., a subsidiary of ATI, as a Data Base Design Analyst. The goal of this project was to develop a Data Architecture that would support OPPD's Fort Calhoun Station, a nuclear power plant. This effort focused on identifying the activities and data requirements that support the power plant. The project was completed on time with the use of KnowledgeWare's Information Engineering Workbench (IEW), a state-of-the-art Computer Aided Software Engineering (CASE) tool. The goal of the project was to assist in efforts to improve the tracking and reporting of equipment within the plant.

Project: RFP Evaluation Support
Tool (REST) Modification
Dates: July 1988 - August 1988
Duties: I provided support to DLSC in the redesign and modification of a PC based Decision Support System. This system was redesigned to support a new evaluation and rating scheme. The RFP Evaluation Support Tool (REST) supports the tracking of vendor responses to specific requirements to DLSC's Request For Proposals. The REST provided DLSC management with the results of evaluator ratings to proposed vendor solutions according to the RFP requirements. The system, implemented with Rbase 5,000, tracked all requests for clarification about each aspect of the proposed design solutions that were unclear and the notification of any deficiencies identified by the Government. I had assisted in the development of the User Manual and performed tests for internal verification and validation of the earlier release of REST a year earlier.

Authority System (CSAS)
Dates: March 1988 - September 1988
Duties: I assumed the Task Manager position of the CSAS project after the resignation of the previous manger. The CSAS tracks organizational relationships of contributors to the DTIC. Upon investigation of the nature of the data needs of the CSAS, I was instrumental in the selection of the Data Base Management System to be employed for this system. I was the manager through the development of the overall design, writing of the Program Specifications, and the Test Plan deliverables. I also played a key role in the development of the schema and subschemas of the final data base design.

Project: Live Test Demonstration
Benchmark Development
Dates: June 1987 - March 1988
Duties: I was actively involved in assisting Mr. William Fabian of Benchmark Services, Inc. (a subcontractor to ATI at that time) in the development of a two hour timed benchmark. The benchmark was used in the acquisition process of computer hardware, software and telecommunications equipment. I was responsible for the data base design and tuning using ADR/DATACOM/DB (now a product of Computer Associates). The data base employed twenty-one independent data bases with over seventy-eight million records. The final test data base was expanded through the use of data expansion algorithms. I was responsible for writing queries that were based on typical user activity. I assisted in identifying the batch transactions that were performed to simulate projected workloads against the data base. I modified the code of programs written in COBOL that simulated other processing workloads. While serving in this position I became a member of ADR's Consultants Program. Through this program I receive regular CA corporate and product announcements and decision papers.

Project: Workload Analysis
Dates: March 1987 - June 1987
Duties: I provided support in the analysis of the current workload at DLSC and the preparation of a future workload forecast. I was responsible for developing and maintaining the Lotus spreadsheets that were used for the workload studies. These studies took into account the effect of changing from a primarily batch system to an interactive online system. The system was being replaced to meet the changing needs of the Government. The Defense Logistics Services Center maintains the Federal Supply Catalog.
